Russia: Putin holds Security Council meeting as delegation returns from Pyongyang Russian President Vladimir Putin held a meeting of the Russian Security Council in moscow, Friday, after a Russian delegation visited Pyongyang for talks with the North Korean leadership. According to the Russian delegation members, the North Koreans "are ready to talk" on the condition that the international community recognises them as a nuclear power. According to Vitaly Pashin, a member of the Russian delegation, Pyongyang is open to negotiations with Washington "under parity terms" with Russia’s participation as a third party. On Wednesday, North Korea announced the launch of a new type of intercontinental ballistic missile (ICBM) which could "target the entire area of mainland United States." The launch was the first since September 15, when North Korea fired a ballistic missile over the Japanese island Hokkaido, which eventually fell into the Pacific Ocean.

Russia sent around 3,000 troops to neighboring Belarus, where they are training at six locations along with 7,000 soldiers and officers of the host nation. Russia welcomed Belarusian troops at three sites, including the Luzhsky range in Leningrad region. Less than 13,000 troops are taking part in the exercise in total, according to figures from the defense ministries of Russia and Belarus. Several US media outlets to be banned from State Duma events - Zakharova Russian Foreign Ministry spokesperson Maria Zakharova stated that up to ten US media outlets will be banned from visiting the lower house of Russian parliament, speaking in a meeting of the State Duma's Standing Committee on Rules in Moscow on Monday. "I would like to emphasise we in no case deprive those US media representatives of the accreditation to the Ministry of Foreign Affairs. They are able to freely continue working as journalists in the Russian Federation," Zakharova noted. Zakharova's statement comes shortly after the US Congress withdrew RT America's accreditation on Capitol Hill. The spokesperson confirmed that Moscow's retaliatory measure would only apply to "those media which are funded by US Department of State and BBG." However, she refrained from naming the media organisations, saying instead, ''Let it be a surprise."
