Russia's top diplomat recalled that the United States’ newly-adopted nuclear doctrine considerably lowers the threshold of using nuclear weapons MOSCOW, October 18. /TASS/. CIS defence ministers agree on plan to enhance Joint CIS Air Defenсe System In course of the CIS Defence Ministers Council’s session, defence ministers of the CIS countries have agreed on joint plan aimed to enhance combat potential of the Joint CIS Air Defence System. Noting the role of the Joint CIS Air Defence System in ensuring security of the CIS member-states, the heads of defence departments have agreed on joint arrangements concerning Joint CIS AD System. In particular, it is planned to hold the Regional Security 2018 computer command post exercise and other events aimed to improve combat potential of the Joint CIS AD System. The 73th session of the CIS Defence Ministers Council was attended by defence ministries’ delegations from Azerbaijan, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, and Uzbekistan. Russia: Putin holds Security Council meeting as delegation returns from Pyongyang Russian President Vladimir Putin held a meeting of the Russian Security Council in moscow, Friday, after a Russian delegation visited Pyongyang for talks with the North Korean leadership. According to the Russian delegation members, the North Koreans "are ready to talk" on the condition that the international community recognises them as a nuclear power. According to Vitaly Pashin, a member of the Russian delegation, Pyongyang is open to negotiations with Washington "under parity terms" with Russia’s participation as a third party. On Wednesday, North Korea announced the launch of a new type of intercontinental ballistic missile (ICBM) which could "target the entire area of mainland United States." The launch was the first since September 15, when North Korea fired a ballistic missile over the Japanese island Hokkaido, which eventually fell into the Pacific Ocean.
