Russia: Putin holds Security Council meeting as delegation returns from Pyongyang Russian President Vladimir Putin held a meeting of the Russian Security Council in moscow, Friday, after a Russian delegation visited Pyongyang for talks with the North Korean leadership. According to the Russian delegation members, the North Koreans "are ready to talk" on the condition that the international community recognises them as a nuclear power. According to Vitaly Pashin, a member of the Russian delegation, Pyongyang is open to negotiations with Washington "under parity terms" with Russia’s participation as a third party. On Wednesday, North Korea announced the launch of a new type of intercontinental ballistic missile (ICBM) which could "target the entire area of mainland United States." The launch was the first since September 15, when North Korea fired a ballistic missile over the Japanese island Hokkaido, which eventually fell into the Pacific Ocean.

Russia has created a full coverage radar system of warning of a missile attack, the chairman of the board of directors and general designer of the RTI concern, chief designer of the missile attack warning system Sergey Boyev said on Thursday. "Last year we commissioned three long-range radars. In accordance with the president’s instructions we created the full coverage peripheral radar system unparalleled in the past," he said. The exercises began last week at several locations in Russia and Belarus and will be conducted until Wednesday. Russia sent around 3,000 troops to neighboring Belarus, where they are training at six locations along with 7,000 soldiers and officers of the host nation. Russia welcomed Belarusian troops at three sites, including the Luzhsky range in Leningrad region.
